The Office of the Assistant Under Secretary for Health for Clinical Services (VHA11) is pleased to announce the detail of Daniel Russell, OD, as the National Optometry Program Executive Director within Clinical Services’ Specialty Care Program Office (SCPO).
Prior to accepting this detail, Dr. Russell served as the Chief of the Optometry Section and Assistant Chief of Surgical Services at the James E. Van Zandt VA Medical Center in Altoona, Pennsylvania. He has also held appointments including the VISN 4 Tele-Retinal/Tele-Eye Lead and VISN 4 Optometry Lead and has participated on several national workgroups.
Dr. Russell has been actively involved in organized optometry throughout his career. He served on the Board of Directors of the Pennsylvania Optometric Association from 2006-2012, where he was elected president in 2011. Dr. Russell served 10 years as the co-chair of the Pennsylvania Optometric Association Legislative Affairs Committee, from 2010-2020, and spent several years as the American Optometric Association’s Federal Legislation and Keyperson committee as well.
Dr. Russell received his Doctor of Optometry degree from the Pennsylvania College of Optometry at Salus University. He joined the staff at the James E. van Zandt VA Medical Center in Altoona, Pennsylvania, in February 2003. He is eager to advocate for patients and optometric services across VA during this detail.
Dr. Russell has been married to his wife Danielle for 26 years and resides near Johnstown, Pennsylvania, with their children Sarah, Jake and Tommy. In his personal time, Dr. Russell enjoys baseball, hockey, Jeeps and his two mastiffs.
